Steven Kirchgraber is the Deputy Superintendent of Banks for the Consumer Services Division at the New York State Banking Department.  In this capacity, Mr. Kirchgraber oversees the Department’s Consumer Compliance, Fair Lending and Community Reinvestment Act (“CRA”) examination functions, as well as the Department’s Community Outreach, Consumer Affairs, Financial Education and Consumer Help units.  Previously, Mr. Kirchgraber was Director of the Department’s Community Reinvestment Monitoring Unit.

Mr. Kirchgraber began his career in banking at the Federal Deposit Insurance Corporation (FDIC), where he earned his commission as a Compliance, CRA and Fair Lending Examiner.  Upon leaving the FDIC, Mr. Kirchgraber attended the University of Toronto, where he earned a Master of Science in Planning (MScPl) degree.   

After a brief period at the Massachusetts Department of Housing and Community Development working on affordable housing initiatives, Mr. Kirchgraber returned to the banking industry as the CRA Officer for a major subsidiary of FleetBoston Financial Corporation.  During his tenure with the FleetBoston, Mr. Kirchgraber held a variety of management positions developing and implementing regulatory compliance programs and examination management strategies.
