Kimberly Gartner serves as Associate Director of the Center for Financial Services Innovation, a non-profit affiliate of ShoreBank Corporation. She joined the Center in conjunction with its acquisition of the Responsible Credit Partnership, where she had served as Director.  As the Responsible Credit Roundtable, the partnership continues to work with credit industry stakeholders to develop and champion solutions to encourage responsible lending and borrowing.  In addition to her supervision of the Roundtable, whose members include Visa, Wells Fargo, U.S. Bank, and Target Financial Services, Ms. Gartner is spearheading CFSI’s expansion into consumer credit programs, and acts as CFSI’s primary spokesperson for credit issues.  She also facilitates overall relationships with financial institutions and non-profit organizations.


While overseeing the Responsible Credit Partnership, Ms. Gartner ran an independent consulting practice specializing in strategic planning, policy, and program development primarily in the financial services industry, particularly regarding the underbanked.  Among her clients was Payne-Lake Community Partners, whom she advised on the development of Annie E. Casey Foundation sponsored Centers for Working Families.  Prior to that, she was a consultant with Larson Allen Public Service Group, where her clients included the McKnight Foundation, the Cleveland Foundation, and Historic Saint Paul. 


Ms. Gartner holds a Master of Public Policy degree and a Master of Social Work degree, both from the University of Minnesota. She received her Bachelor of Arts in sociology, with minors in mathematics and business, from Drake University.  She has spoken at national conferences and published papers on credit and underbanked issues.
